MP Butch P. Malang

GAWAD PARANGAL NG BAYANING PILIPINO

Member of Parliament, Bangsamoro Autonomous Region in Muslim Mindanao (BARMM)
Peacebuilder | Public Administrator | Legislative Leader | Advocate for Sustainable Development

MP Butch P. Malang is a distinguished Bangsamoro peacebuilder, public administrator, and legislative leader whose extraordinary life journey reflects the transformative power of peace, reconciliation, and public service. His career spans more than four decades of experience in conflict management, ceasefire implementation, grassroots peacebuilding, post-conflict rehabilitation, governance, and community development.

His connection to the Bangsamoro struggle began in 1976 when he joined the Moro National Liberation Front (MNLF), motivated by a deep desire to address the historical socioeconomic challenges experienced by communities in Mindanao. In 1984, he transitioned to the Moro Islamic Liberation Front (MILF) under the leadership of Sheikh Salamat Hashim. Over the succeeding decades, he served in various leadership capacities within the Bangsamoro Islamic Armed Forces (BIAF), including Battalion Commander, Brigade Commander, and ultimately Deputy Front Commander of the Central Mindanao Front.

A defining chapter of his life began when he transitioned from armed struggle to peacebuilding. Recognizing that lasting progress could only be achieved through dialogue, reconciliation, and strong institutions, MP Malang devoted his extensive field experience to the preservation and strengthening of peace.

He served for approximately a decade as Chairman of the MILF Coordinating Committee on the Cessation of Hostilities (CCCH), where he played a significant role in ceasefire management and conflict de-escalation. In this capacity, he worked with MILF representatives, the Armed Forces of the Philippines, local communities, and international monitoring mechanisms. His work involved addressing potential ceasefire violations, mediating local conflicts, and helping prevent community-level disputes from escalating into wider violence.

His experience in conflict management later became an important foundation for his work in regional governance. MP Malang served as Administrator of the Special Geographic Area Development Authority (SGADA), responsible for the development and administration of the Special Geographic Area composed of 63 barangays in North Cotabato that voted for inclusion in the BARMM.

As an administrator, he worked toward strengthening public service delivery and advancing post-conflict rehabilitation, infrastructure development, peacebuilding, and socioeconomic programs. He coordinated with various BARMM ministries and stakeholders to address the needs of communities affected by decades of conflict and underdevelopment, while promoting programs designed to build more stable and resilient communities.

Now serving as a Member of Parliament in the Bangsamoro Parliament, MP Malang continues to bring his extensive grassroots experience into the legislative arena. His work reflects a commitment to public administration, peace and security, social development, community welfare, and institutional strengthening.

His leadership and advocacy are closely aligned with the principles of the United Nations Sustainable Development Goals, particularly SDG 16 on Peace, Justice and Strong Institutions, SDG 1 on No Poverty, SDG 8 on Decent Work and Economic Growth, SDG 3 on Good Health and Well-being, and SDG 4 on Quality Education. Through these areas of advocacy, he seeks to help transform communities once affected by conflict into communities capable of sustaining peace, opportunity, and inclusive development.

MP Butch P. Malang’s journey from revolutionary fighter to ceasefire leader, peacebuilder, regional administrator, and Member of Parliament stands as a powerful narrative of transformation through public service. His experience demonstrates how the lessons of conflict can be transformed into instruments for reconciliation, institution-building, and sustainable peace.

His life and public service continue to be defined by one enduring principle: lasting peace is built not only through agreements, but through institutions, communities, opportunities, and leaders committed to serving the people. If you want, I can also make this into a shorter VIP/awards-program bionote or a more prestigious magazine-profile version while keeping the same factual content.
